Circuit breakers

Is it illegal to do a full 360° circuit of a roundabout? If not, why is there a gap in their signs suggesting to drivers that they shouldn't do a full circuit?

It's certainly illegal to do a u-turn at a mini-roundabout.

This was a question in my motorbike test, 1993.

(It was also illegal to stop at a roundabout if nothing was coming, at that time, but this has been dropped due to women's physiological incapability of multi-tasking when one of the tasks is driving.)
